Germany’s Postwar Growth: Economic Miracle or Reconstruction Boom?

چکیده
During the past two decades there has been a heated debate about the causes of the German so-called Wirtschaftswunder (economic miracle) after the Second World War. This debate came somewhat unexpectedly, as the German war generation always took it for granted that the impressive growth record in the 1950s and 60s was a consequence of economic liberalization after 15 years of tight planning and state interventionism under the Nazi dictatorship (Buchheim 1989). Indeed, after the introduction of the Soziale Marktwirtschaft (social market economy) in 1948, Ludwig Erhard, the first federal economics minister, enjoyed a legendary reputation. Nevertheless, Erhard never saw himself as a “miracle man.” He always emphasized that Germany’s rapid growth was due to a sound economic policy, in particular the implementation of a free economic system (Erhard 1958). In the 1980s, this view was challenged by historians and economists who argued that Germany’s postwar growth was essentially the result of a reconstruction boom after the lost war. This paper studies the postwar economic and political reconstruction in Lebanon. The paper shows that the ‘reconstruction boom’ was short-lived. The economy experienced a growth trap early in the reconstruction period, and entered a cyclical crisis in 1998 which resulted from an ill-designed fiscal-monetary policy mix. Japan’s remarkable postwar growth spurt in the 1960s would not have been possible without Japan’s alliance with the United States. Policy makers, political scientists, economists, historians, and journalists on both sides of the Pacific have made this claim, but no study has yet tested it with modern statistical methods. In this article, we compare the economic growth trajectories of Japan and ...

Germany’s labor market responded only mildly to the Great Recession. Important factors for this development include the strong economic position due to recent labor market reforms, the crisis affecting mainly export-oriented companies, the extension of short-time work, time buffers due to working time accounts, the behavior of social partners, and automatic stabilizers. We emphasize the importa...

Since 1993, the rate of output growth in Ireland has been three times that of the EU. The annual rate of employment growth has been even more spectacular at four percentage points higher than that of the EU. Over 25 per cent more people are working than in 1993, whilst in most European economies employment has been flat (see Figure 1). The growth rate of output per worker has been far less spec...
